Position Description


The Mobilization Minister leads Citizens Church to live out Jesus’ great commission to make disciples of all nations.  As a critical component of our organizational identity, we want everyone at Citizens Church to be encouraged, enabled, and engaged in the full-time ministry of evangelism and disciple making. This role works with our internal ministries and external partners to provide spiritual growth, practical training, and opportunity to spread the gospel, whether locally, regionally, or globally.  The Mobilization Minister is passionate about the impact of ministry in the church, able to build a ministry given a vision, and experienced in leading others.


  • Cultivate a passion in our people for sharing the Gospel and making disciples
  • Advocate and communicate mobilization as central to our individual and organizational identity
  • Provide training, facilitate community, and grow perspective on how, when, and why to mobilize
  • Create onramps and opportunities for local, regional, and global outreach
  • Partner internally to engage all ministries in age appropriate mobilization
  • Manage relationships with third party partners and providers
  • Engage with members to cultivate organic missions efforts
  • Walk with members in their mobilization efforts
  • Maintain a system of care for members in full-time missions in the field
  • Build up and manage a team of volunteers and donor-funded associates 



Strategy and Planning

  • Adopt and refine the mobilization vision as provided by elders
  • Set and maintain policies, goals, and objectives
  • Evaluate ministry impact and feedback
  • Set and maintain budget
  • Manage partnerships
  • Coordinate and collaborate with other ministries

Tactical Execution

  • Prepare materials and communications
  • Project, event, and trip management
  • Recruiting and training
  • Run meetings and teams

People Development

  • Display a Christ-like love for people
  • Coordinate and care for ministry volunteers and participants


  • Manage time to balance the broad scope of the role
  • Ensure tasks, communications, and events are well organized, clear and consistent



  • Affirm Citizens Church’s Statement of Faith and commit to exhibit a lifestyle that is consistent with the same
  • Bachelor’s degree
  • 3+ years of ministry experience
  • Deep knowledge of and training in biblical theology
  • Understanding of church theology and practice of ministry
  • Project management
  • Ability to communicate effectively (verbal, written, etc.)
  • Able to organize leaders and volunteers
  • Proficient in administrative systems and platforms (e.g. Google Drive, etc.)
  • Able to make decisions, problem solve, manage conflict and work well on a team
  • Self-starter, learner, flexible and adaptable
  • Demonstrate good time management



  • Maintain compliance with Citizen Church’s employee policies and procedures
  • Maintain compliance with all state and federal laws and regulatory requirements
  • Must demonstrate annually a clear background check
  • Perform other duties as required
